Shaping federal policy so veterans and their families get every education benefit they've earned

NAVPA Resolutions

The Resolution Process is the membership's method of providing input for NAVPA's legislative agenda or changing how NAVPA conducts business.

Issue Scope

Resolutions should address issues within NAVPA's ability to act. For example, NAVPA cannot change laws directly, but can engage in actions such as contacting members of Congress to advocate for policy changes.

Submission Process

  • Complete the electronic Resolutions form
  • Signatures of three member schools in good standing are required
  • Any resolution with financial implications must include a PAYGO proposal
  • "PAYGO" identifies funding impacts and is crucial for resolutions with financial implications

Review and Action

Once a Resolution is submitted, it will be reviewed by the Resolutions Committee members and if approved, will be presented to the membership during the annual Business Meeting for a vote to accept or deny the Resolution.

Virtual meetings may be scheduled at the discretion of the Executive Board for resolution consideration outside the annual meeting.

Accepted resolutions go to the Board of Directors and relevant committees for further action.
